Police assert that 38-year-old Fahim Shamim Khan, the chief of the Minority Democratic Party (MDP) in Nagpur, orchestrated the riots. Khan challenged the 2024 Lok Sabha election against Union Minister Nitin Gadkari. Police findings reveal that his provocative speeches incited community members, fueling the violence.
Fahim Shamim Khan hails from Sanjay Bagh Colony, Yashodhara Nagar, Nagpur, and his name has surfaced in various controversies previously. Striving to strengthen his political influence, he ran unsuccessfully for the Nagpur seat in the 2024 Lok Sabha election under the MDP ticket.

According to police, the Nagpur violence was pre-planned. Fahim Khan reportedly assembled extremists to systematically incite the riot. The investigation notes that a day before the incident, MDP leaders gathered outside Ganeshpeth police station, chanting 'Aurangzeb Zindabad', with Fahim Khan playing a pivotal role in spurring the crowd.
