Farmers in Punjab & Haryana Fined 5.8 Billion INR as Stubble Burning Drops by 53%

Stringent measures have been enforced against farmers concerning stubble burning. Over the past two years, Punjab and Haryana have seen more than 8,600 FIRs lodged, and fines approximating 5.8 billion INR levied. Compared to 2024, 2025 has seen a reduction in these incidents, as reported by the Commission for Air Quality Management (CAQM).

Utilization of Stubble

In 2024, Punjab utilized 5.96 million tons of paddy stubble, which surged to 7.06 million tons in 2025. Meanwhile, Haryana's figures rose from 1.55 million tons in 2024 to 1.91 million tons in 2025.

Over 6,000 FIRs Registered

Significant actions are seen in Punjab and Haryana for stubble burning. In 2024, 6,469 FIRs were filed against farmers, compared to 2,193 in 2025, illustrating a downward trend in incidents.

Decline in Stubble Burning Cases

The regions of Punjab, Haryana, Delhi, Rajasthan, and UP (NCR) have seen a decline in stubble burning cases this year. In 2024, 12,750 incidents were reported, whereas in 2025, that number decreased by over 53%, with only 6,080 cases. The fines imposed on farmers have also reduced this year. In 2024, fines on Punjab and Haryana's farmers amounted to 21.80 crore and 21.87 crore INR respectively, while in 2025, they were reduced to 12.58 crore and 12.65 crore INR.
