According to the Association for Democratic Reforms (ADR), a body focused on electoral reforms, all seven newly sworn-in ministers in Delhi, including the Chief Minister, have declared criminal cases against them. This constitutes 71 percent, while two of them are billionaires, making up 29 percent. This data comes ahead of the 2025 Delhi assembly elections, from affidavits submitted by the ministers.
The ADR report highlights that Chief Minister Rekha Gupta among five ministers has declared criminal cases against them. Among these, Minister Ashish Sood faces serious criminal charges. The minister with the highest declared total assets is Rajouri Garden constituency's legislator Manjinder Singh Sirsa, boasting assets of 2.4885 billion INR, while Kapil Mishra, the minister from Karawal Nagar constituency, has the least declared assets of 10.6 million INR.

The average wealth of the seven ministers is 560.3 million INR. All seven ministers declared liabilities, with Parvesh Sahib Singh Verma from New Delhi constituency holding the highest liability of 743.6 million INR. Six ministers (86 percent) have educational qualifications of graduate level or above, while one minister completed only 12th grade. Talking about age, five ministers (71 percent) fall in the 41 to 50-year bracket, whereas the remaining two (29 percent) are between 51 to 60 years. The cabinet includes only one female minister, who is the Chief Minister herself, Rekha Gupta.

It is noteworthy that the BJP established a government in Delhi after 27 years by defeating the Aam Aadmi Party. The Delhi assembly elections were held on February 5, with results announced on February 8. The BJP secured an absolute majority by winning 48 out of 70 seats in the Delhi assembly, while the Aam Aadmi Party was reduced to 22 seats and lost its power hold. Shalimar Bagh's legislator Rekha Gupta was appointed as Delhi's Chief Minister. Meanwhile, Parvesh Sahib Singh Verma, Ashish Sood, Pankaj Kumar, Kapil Mishra, Ravindra Indraj, and Manjinder Singh Sirsa were inducted as ministers.
