To make the air in the nation's capital breathable again, the Delhi government has implemented strict anti-pollution measures starting today. Only vehicles with BS-VI engines are permitted to enter Delhi. Vehicles without a valid Pollution Under Control (PUC) certificate will not be allowed to refuel at any fuel station. This decision has been enacted under GRAP Stage-IV, which is activated only in the most severe pollution conditions.
According to media reports, this decision directly affects approximately 1.2 million vehicles that commute daily from surrounding areas like Gurugram, Ghaziabad, Faridabad, and Noida. Vehicle owners in Delhi-NCR are experiencing a wave of confusion, fearing that their cars will be seized upon entry into Delhi. Additionally, they are uncertain whether their vehicle's Bharat Standard (BS) complies with the emission norms under the government's ban list.
This order by the Delhi government has been issued under Section 5 of the Environmental Protection Act, 1986, effective as long as GRAP Stage-IV (Severe+) remains in force. According to this rule, vehicles registered outside of Delhi with emission standards below BS-VI are completely restricted from entering the capital. The Supreme Court has also sanctioned strict actions against older vehicles that do not meet BS-IV emission standards in Delhi-NCR.

Now, only vehicles whose owners present the respective vehicle's PUC certificate at the fuel station will be provided with fuel (petrol, diesel, or CNG) in Delhi. If any vehicle is caught at a fuel station without a valid PUC certificate, immediate action and a fine will be imposed. PUC compliance will be checked through physical certificates, ANPR (Automatic Number Plate Recognition) cameras, the VAHAN database, and a voice alert system.
