N. Chandrababu Naidu, the Chief Minister of Andhra Pradesh, reigns as the wealthiest Chief Minister in India, with assets exceeding ₹931 crore. Meanwhile, Mamata Banerjee of West Bengal stands at the other end of the spectrum with a modest ₹15 lakh in assets. These figures were unveiled in a report by the Association for Democratic Reforms (ADR) released on Monday.
The report highlighted that the average assets of Chief Ministers from states and union territories reach ₹52.59 crore. In contrast, India's per capita net national income for 2023-2024 stands at approximately ₹1,85,854. Interestingly, a Chief Minister's average self-income is ₹13,64,310, a whopping 7.3 times India's average per capita income.

The collective wealth of 31 Chief Ministers across the nation amounts to ₹1,630 crore. Among these, just two are women - Mamata Banerjee of West Bengal and Atishi of Delhi.
Pema Khandu: Second in Wealth
The report notes that Pema Khandu of Arunachal Pradesh holds the second position with assets over ₹332 crore. Karnataka's Siddaramaiah follows with assets exceeding ₹51 crore. On the other end, Jammu & Kashmir's Omar Abdullah has assets worth ₹55 lakh, marking him as the second-least wealthy Chief Minister.
Turning to Kerala, Chief Minister Pinarayi Vijayan ranks third with ₹118 crore in the wealth chart of Chief Ministers.

Liabilities: Pema Khandu Tops
Pema Khandu of Arunachal Pradesh has the highest liabilities at ₹180 crore. The report mentions liabilities of ₹23 crore for Siddaramaiah and over ₹10 crore for Naidu.
The ADR report also reveals that 13 (42%) Chief Ministers have declared criminal cases against them, while 10 (32%) have acknowledged serious charges like attempted murder, kidnapping, bribery, and criminal intimidation.
