In a significant development in the Y Puran Kumar suicide case, Haryana senior IPS officer, actions have been taken. According to sources, following the naming in the suicide note and the family’s allegations, the state has sent DGP Shatrujeet Kapoor on an extended leave. The police have registered an FIR against the DGP and all the officers named in the suicide note.
Y Puran Kumar, an IPS officer of the 2001 batch serving as the Inspector General at the Police Training Center in Rohtak, ended his life on October 7th. His eight-page suicide note named 13 senior officials, accusing them of harassment and career sabotage, with the most severe allegations directed at the DGP and Rohtak SP.
SP Rohtak Removed from Position
Narendra Bijarniya, the former Rohtak SP, was removed from his post on Saturday and replaced by Surinder Singh Bhoria. Currently, Bijarniya holds no position. DGP Shatrujeet Kapoor has been placed on leave until the investigation concludes.
This step followed a formal complaint lodged at the police station by Puran Kumar’s wife, IAS officer Amneet Puran Kumar, accusing Haryana DGP Shatrujeet Kapoor, the Rohtak SP, and other senior officials of harassment and incitement.
They demanded that the accused be named in the FIR and arrested. The family has refused to allow the post-mortem and funeral until their demands are met. Haryana CM Naib Saini visited the bereaved family and promised strict action.
DGP Shatrujeet Kapoor assumed his role as Haryana's top police officer on August 16, 2023. He previously handled high-profile cases as the Director General of the State Anti-Corruption Bureau (ACB) and investigated sensitive cases with the Central Bureau of Investigation (CBI).
Rahul Gandhi to Meet Grieving Family Today
Congress Leader and Leader of Opposition in Lok Sabha, Rahul Gandhi, will visit Y Puran Kumar's home in Chandigarh today, October 14th, to pay his respects. Rahul Gandhi plans to meet with the family to offer condolences. Various opposition leaders have already visited the grieving family.
Haryana Government Assures Family of Action
Haryana’s Minister for Social Justice and Empowerment, Krishan Kumar Bedi, stated that the government is ensuring justice for the family. He mentioned meetings between the Chief Minister’s Principal Secretary, the Chief Secretary, and the family to address their concerns.
Bedi stated, “The family has been assured of the full cabinet's support. The Rohtak SP was transferred per the family's request. The investigation is ongoing, and the government is committed to resolving all issues.”
Thirteen Officers Accused in Suicide Note
Puran Kumar’s suicide note accused a total of 13 senior officials, including Chief Secretary Anurag Rastogi, former Chief Secretary T.V.S.N. Prasad, former ACS Rajeev Arora, Haryana DGP Shatrujeet Singh Kapoor, Rohtak SP Narendra Bijarniya, and other senior officers.
He wrote that his batchmates Manoj Yadav, P.K. Agarwal, and T.V.S.N. Prasad conspired to cause caste-based harassment. Despite written complaints to the Home Minister and Chief Secretary, no action was taken. IPS Kulwinder Singh allegedly warned him over the phone that the DGP had ordered him to be permanently removed, advising caution. Meanwhile, IPS Mata Ravi Kiran reportedly used objectionable language against him, which he cited as a primary reason for his suicide. In his final page, he wrote he could no longer endure it, stating those who pushed him to this state are responsible for his death.
Suicide in Soundproof Basement
Y Puran Kumar took his life on October 7th in his soundproof basement using his service gun. A day prior, on October 6th, he had drafted his will, bestowing all his movable and immovable properties to his wife, Amneet P. Kumar. He also wrote a suicide note that day and sent it to his wife.
During the incident, Amneet P. Kumar was in Japan, accompanying Chief Minister Naib Saini on an official delegation. Despite 15 attempts, she couldn’t reach her husband via phone. Concerned, she contacted her daughter Amulya, who found her father dead in the basement.
