According to police, the terrorists have been identified as Mohammed Nusrath, Mohammed Nafran, Mohammed Faris, and Mohammed Rasdeen. Police Deputy Inspector General Vikas Sahay reported these individuals were radicalised by the Islamic State ideology, spoke only Tamil and did not understand Hindi or English. Upon reaching Ahmedabad from Chennai, the terrorists awaited messages from their Pakistani handler and were poised to proceed to the target location, where they were supposed to receive weapons before being arrested by the ATS.

Police revealed the terrorists were instructed to strike prominent Jewish sites and were also planning targeted assassinations of BJP, RSS, and Hindu leaders. If orders had been received from their handler, these terrorists were prepared to collectively execute a suicide attack in the country. Highly skilled and with connections to Pakistan, the terrorists' handler is based in Pakistan. One arrested terrorist had previously obtained a visa for Pakistan. The apprehended suspects are being questioned by the Gujarat ATS and central agencies, suspecting that these Sri Lankan terrorists may have links within India.
