Emerging from Balrampur, Uttar Pradesh, the conversion network had its roots spread to Dubai, Saudi Arabia, and Turkey. The mastermind was Jalaluddin, known as Chhangur Baba. His most trusted ally was Neetu, also known as Nasreen. But the woman who was considered number two in his empire became the main reason behind its collapse. Her testimony in front of the UP ATS stunned security agencies nationwide.
The ATS had inputs that Chhangur Baba, after the arrest of his son Mehboob, was planning to flee abroad. However, his close associate Neetu aka Nasreen thwarted the plan. This was because Nasreen also desired to escape with Baba, but feared he might abandon her. This is why she stayed underground with Baba for 81 days in a Lucknow hotel.
Eventually, ATS apprehended both. Neetu hails from Tamil Nadu. She, along with her husband Naveen Rohra from Mumbai, initially became followers of Baba. In their quest for treatment and offspring, they changed their religion. Neetu transformed into Nasreen and Naveen became Jamaluddin. Following their conversion, Baba entrusted them with amassing funding from abroad. They performed online conversions from Dubai's Al Farooq Omar Bin Khattab Center.
ATS investigations revealed that from 2016 to 2020, the pair traveled abroad 19 times. Neetu and Naveen never traveled together, but secured funding through their channels. During police interrogation, Nasreen disclosed that Chhangur Baba aspired to make his son Mehboob the world's richest individual. He planned to launder black money through property and other business schemes.

Baba intended to transfer financial control from Nasreen to Mehboob, causing her to disclose all secrets out of displeasure. It also surfaced that Baba built a team mainly comprising Muslim boys who posed as Hindus to trap girls in romantic liaisons, subsequently converting them. A conversion rate list was devised based on caste.
According to this rate list, for Brahmin, Kshatriya, and Sikh girls, the price set was between 1.5 to 1.6 million rupees, for backward castes 1 to 1.2 million, and for other castes, 0.8 to 1 million rupees were decided. The ATS report asserts that Chhangur Baba had already mapped a plan to expand this operation in 579 Hindu-majority districts across the country, employing around 2000 operatives, including 1000 Muslim youths to orchestrate conversions through love jihad.

The bank accounts linked to Chhangur Baba's network uncovered in the investigation are astonishing. In Neetu and Naveen’s name, a total of 8 foreign bank accounts have been identified in Dubai, UAE, and India. These include Emirates NBD, Al Nahda, Mashreq Bank, Federal Bank, Al Ansari Exchange, ICICI Vostro, SBI NRO, among others, confirming transactions exceeding 660 million rupees.
The ED has now entered the investigation, probing these bank accounts and fund transactions thoroughly. The opulent house in Balrampur worth 120 million rupees, once the hub of Baba's conversion network, has now been demolished. After dismantling this mansion, built on government land, the administration has served Baba's group a recovery notice of 855,000 rupees, which must be paid within 15 days.
