According to media reports, most people aren't told before arriving in Russia that they will be sent into the warzone. Once in Russia, they are made to sign a contract, in Russian, stating they will work as helpers with the Russian army for a monthly salary of 200,000 rupees.
The syndicate is now under the CBI's scrutiny. To crackdown, the investigative agency raided 13 locations across Delhi, Thiruvananthapuram, Mumbai, Ambala, Chandigarh, Madurai, and Chennai on March 7. To date, 35 cases have come to light, involving social media channels, acquaintances, and agents who have falsely promised high-paying jobs to lure youths to Russia.
