The Pushkar Singh Dhami government in Uttarakhand has constituted a drafting committee for the implementation of the Uniform Civil Code (UCC). This committee includes five eminent members. In their first cabinet meeting, the state government resolved to introduce a common code for all citizens, pioneering this initiative in India.
This landmark committee, presided over by retired Supreme Court Judge Ranjana Desai, also comprises former Chief Secretary Shatrughan Singh, retired High Court Judge Pramod Kohli, advocate Manu Gaur, and Doon University Vice-Chancellor Surekha Dangwal. Together, they will craft a legal draft, which is expected to quickly transform into enacted law.
Announced in the inaugural cabinet meeting
Chief Minister Pushkar Singh Dhami announced that the government's commitment towards the UCC had been taken on February 12, 2022. By introducing the UCC, Dhami emphasized the protection of Uttarakhand's cultural, spiritual, and environmental heritage and the defense of national security along the state's borders as being vital for the whole country. The scope of this UCC will encompass equal laws on marriage, divorce, property, and inheritance for all citizens irrespective of their religion.
An effective step towards Article 44
Dhami remarked that the 'Uniform Civil Code' would be a significant move towards fulfilling the vision of the constitution's framers and give concrete expression to its spirit. It is also a step towards Article 44 of the Indian Constitution, which envisions a uniform code for all citizens. The Supreme Court has reiterated the importance of implementing this concept over time. Additionally, the decision is inspired by the state of Goa, which has set a national benchmark by adopting its version of the UCC.
