The Uttar Pradesh government is set to introduce stringent laws against paper leaks. Under the new legislation, those involved in paper leaks and solver gangs will face severe penalties, ranging from hefty fines to bulldozer action, and even imprisonment.

Introducing New Policies for Paper Counting

The government has also announced a policy to stop paper counting. According to this, each shift should have at least two paper sets. Each set of question papers will be printed by a separate agency, and a paper coding system will be implemented. Only state secondary schools, degree colleges, universities, polytechnics, engineering colleges, medical colleges, or reputable, funded educational institutions with a clean track record will be made exam centers.

Four Agencies to Oversee Recruitment Tests

These centers will be equipped with CCTV systems. Responsibilities for conducting recruitment exams will now be divided among four agencies. Additionally, except for women and persons with disabilities, candidates will have to travel outside their home divisions to take the tests. If there are more than 400,000 contenders, the exam will be held in two phases.

The PCS exam option is to be conducted in a single shift. To prevent fraud in the result generation, scanning of OMR sheets will be done within the commission and board. Question papers will now have a secret code, and each page will have confidential security marks like unique barcodes, QR codes, and unique serial numbers to identify the series if needed.

Rules for Printing Presses

Tamper-proof multi-level packaging will be used for transporting question papers. Adequate time will be given for setting question papers. The exam controller will regularly inspect the printing agency responsible for printing questions. The selection of the printing press will be kept confidential. Screening of individuals entering the press will be done, and ID cards will be mandatory. Access for outsiders and the carriage of smartphones and cameras into the press will be prohibited. CCTV cameras will be installed around the press, with recordings kept secure for one year.
