The Central Administrative Tribunal (CAT) has held RCB (Royal Challengers Bengaluru) accountable for the chaos that erupted on June 4 in Bengaluru. The team unexpectedly announced a victory parade via social media without obtaining police approval, leading to massive crowds gathering. The resultant stampede claimed 11 lives, leaving many injured.

The tribunal stated, 'Prima facie, it appears that RCB's actions led to approximately three to five lakh people gathering. RCB did not secure the necessary permissions from the police. Sudden social media announcements led to this congregation.'

The tribunal criticized RCB's abrupt celebration announcement as 'chaotic.' The order mentioned that it is unrealistic to expect the police to organize necessary arrangements in just 12 hours according to the Police Act or other regulations.

Post their first IPL victory, RCB announced a victory parade via social media on June 4. Defending the police's role, the tribunal remarked, 'Police personnel are human. They are neither gods nor magicians equipped with Aladdin's lamp to magically fulfill all wishes.'

The tribunal also noted that the police were not given adequate preparation time. The critical timelines on June 4, 2025, prevented the police from making necessary arrangements.'

The response was made during a hearing about a petition filed by a suspended Bengaluru police officer. Additionally, the tribunal highlighted that on the night of June 3rd and 4th, significant numbers had already gathered, keeping the police busy. Simultaneously, another event by the state government at Vidhana Soudha was straining police resources further.

In conclusion, the tribunal emphasized the need for timely information and permits to manage such crowds effectively, which was absent in this situation.
