Old diesel and petrol vehicles in Delhi-NCR can no longer refuel. If your diesel vehicle is 10 years old and your petrol vehicle is 15 years old, you can't drive them in Delhi-NCR. Starting today, (July 1, 2025), strict actions against expired End-of-Life Vehicles (EoL) are being enforced in Delhi. Anyone caught using an expired vehicle in Delhi-NCR will face strict penalties.

Penalty for Driving an Old Vehicle on Delhi Roads

Owners caught with old vehicles on Delhi roads will face a fine of 10,000 INR. Two-wheeler owners of expired vehicles will incur a penalty of 5,000 INR.

What happens to expired vehicles?

With vehicles considered expired, what are the options? Can they only be scrapped, or is there a chance for them to be back on the roads? Old vehicles, even those completing 10 or 15 years, can make a comeback under certain government rules. Let's explain how this works.

Understanding the Rules for Scrapping a Vehicle

The first step could be scrapping, but it doesn't mean just selling it to a junk dealer. If you want to scrap your vehicle, you must go to one of the four government-approved car scrappers designated by the Delhi Transport Department. But before this, visit your RTO office to obtain a necessary certificate.

Remove Chassis Number Before Scrapping

Before scrapping, ensure the chassis number is removed. After obtaining the scrapping certificate, submit the proof along with the chassis number to the RTO. As per MoRTH guidelines, the official scrap dealer needs a digital and hard copy of all vehicle-related documents.

Vehicle Scrapping Certificate for Owners

According to the Ministry of Road Transport and Highways, authorized scrap dealers must have CCTV cameras and record the scrapping process. Afterward, a digital "Vehicle Scrapping Certificate" is issued and uploaded to the national register and VAHAN database, updating state/UT records.

Getting Vehicles Back on the Road

You might consider registering your vehicle in a state without a 15-year rule for old vehicles. Some consider selling them to other states; however, a legal process must be followed.

Driving in Other States

Vehicles can be registered in other states, subject to rules there. For instance, states like Rajasthan, Uttar Pradesh, Bihar, and Maharashtra accept transfers if Delhi issues an NOC.

Regulations in Rajasthan

According to Rajasthan's Joint Transport Commissioner Jagdish Prasad Bairwa, Delhi’s 10-year-old banned diesel vehicles can be registered in Rajasthan upon obtaining a NOC from Delhi beforehand. Note that registration isn't allowed in NCR regions like Alwar and Bharatpur.

Regulations in Uttar Pradesh

In Uttar Pradesh, only some districts allow registrations for old vehicles. Lucknow RTO Sanjay Tiwari notes that 38 districts do not accept 10 and 15-year-old vehicles, although others do with an NOC from Delhi.

Transfer Process

You must obtain a NOC from Delhi before transferring the vehicle to another state. Only then can the registration process start.

Regulations in Other States

Himachal Pradesh doesn't allow transfers of old vehicles. Bihar has banned them in some districts. Maharashtra allows transfers in only 26 districts; West Bengal and Meghalaya have specific rules for BS-4 and BS-3 diesel vehicles.
