In the Lok Sabha, it was expected that Prime Minister Narendra Modi would respond to the discussion on the motion of thanks. The scheduled time for his reply was 5 PM on February 4. However, due to intense opposition uproar, the proceedings were halted and had to be adjourned for the day. It was assumed that the PM might address the discussion in the Lok Sabha on Thursday afternoon, but such speculations have now ended.
The motion of thanks passed the Lok Sabha without PM Modi's speech. When the session resumed at noon, Speaker Om Birla took up the listed business. He appealed to the opposition members, who were creating a commotion, to take their seats and allow the proceedings to continue. Despite the Speaker's request, the opposition didn't relent.

The Speaker warned opposition members that bringing banners and placards to the house would result in not being allowed to speak. Subsequently, amidst the chaos, the Speaker put forward the amendments proposed by members on the motion of thanks for voting. The amendments were rejected by voice vote. The Speaker then placed the motion of thanks before the house for voting.

The motion of thanks on the President's address was passed by voice vote in the Lok Sabha. Following this, the Speaker appealed to members to maintain the dignity of the house and announced that the budget would be discussed, during which everyone would have the opportunity to speak. However, the Speaker's appeal did not influence the opposition members. The Speaker then declared the adjournment of the house until 2 PM.
