IPS officer Vijay Kumar, belonging to the 1997 batch, is set to serve as the new Special Commissioner of Delhi Police. Previously, Kumar served as the Additional Director General of Law and Order in Jammu and Kashmir. His appointment comes at a crucial time when crime and gang wars in Delhi have become key political issues, especially with the Assembly elections looming.

Appointed as Inspector General in Kashmir in 2019

The Delhi Police operates under the direct oversight of the Home Ministry. Vijay Kumar, an officer from the 1997 AGMUT cadre (formerly Jammu and Kashmir), was appointed as the Inspector General of Police in Kashmir in December 2019, coinciding with the central government's decision to abrogate J&K's special status, splitting it into two union territories.

During his tenure in Jammu and Kashmir, he effectively implemented central government policies on the ground. His leadership saw significant successes against terrorism, including the elimination of major terrorists and the dismantling of several terror groups, leading to a marked decline in local terrorists.

2020 Innovations in Kashmir

In 2020, Kumar introduced a policy denying families the participation in terrorists' funerals after encounters, aimed at curbing public sympathy for terrorists. His strategic interventions in Chhattisgarh included leading operations against Naxal forces and ensuring the 2019 Lok Sabha elections were peacefully conducted in South Bastar, free from insurgent disruptions. He championed the 'Har Ghar Tiranga' campaigns and successfully oversaw the first peaceful District Development Council (DDC) elections in 2020.

Key Role in Amarnath Yatra

Under Kumar's leadership, numerous political activists, members of civil society, and overground workers were apprehended under UAPA and Public Safety Act. He also played a pivotal role in lifting the 34-year ban on the Muharram procession in Srinagar in 2020.

In 2023, Kumar adeptly managed security during the G20 events and Rahul Gandhi's Bharat Jodo Yatra. His decisive role in ensuring the safety of the Amarnath Yatra further highlighted his capabilities. Hence, his assignment to handle Delhi's increasing crime and law and order situation is viewed as a strategic move.
