During a pivotal meeting led by DMK in Chennai, the Joint Action Committee (JAC) put forward a comprehensive 7-point proposal addressing the pressing concerns of delimitation. The committee underscored the lack of transparency in the impending delimitation process and the absence of consultation with key stakeholders, namely the states.

JAC advocates for a transparent delimitation process orchestrated by the central government, involving all political parties, state governments, and key stakeholders to enhance democratic integrity.
2. Highlighting Constitutional Amendments:
The JAC stressed that the legislative intent behind the 42nd, 84th, and 87th constitutional amendments was to protect and encourage states that have effectively implemented population control measures. Thus, they propose extending the 1971 census-based parliamentary seat limits for another 25 years.

3. Avoid Penalizing States:
States that have effectively executed population control initiatives and experienced changes should not be penalized. The central government needs to implement necessary constitutional amendments to ensure fairness.
4. Parliamentary Strategy:
The core committee comprising MPs from representing states will coordinate parliamentary strategies against any adverse attempts at delimitation by the central government.
5. Unified Representation:
The committee's MPs will present a unified representation to the Prime Minister of India during the current parliamentary session concerning this critical issue.
6. Legislative Proposals:
Political parties representing various states in the meeting plan to introduce relevant proposals in their respective state assemblies, conveying these to the central government.
7. Public Awareness Campaign:
JAC will actively engage in efforts to disseminate information on the history and context of past delimitation exercises and pursue a coordinated public opinion strategy on the consequences of proposed changes among citizens in their states.
