At the 17th BRICS summit held in Rio de Janeiro, Brazil, Prime Minister Narendra Modi passionately addressed the issue of terrorism, referring to the April 22 terrorist attack in Pahalgam, Jammu & Kashmir as an assault on all humanity. He described terrorism as one of the most formidable challenges facing humanity. Recently, India faced an inhumane and cowardly terrorist attack in Pahalgam. This was not just an attack on India, but on humanity as a whole.
During the 'Peace-Security and Global Governance Reforms' session at the BRICS summit, PM Modi reaffirmed India's commitment to peace and fraternity. He called for unified global action against terrorism, stressing that any nation providing direct or indirect support to terrorism must be held accountable. Hesitation should have no place in imposing sanctions on terrorists. Victims and supporters of terrorism must not be judged on the same scale.
Prime Minister Modi emphasized that tacit endorsement or neglect of terrorism for political or personal gains is unacceptable under any circumstances. He affirmed that India, guided by the principles of Mahatma Gandhi and Gautam Buddha, will continue to choose the path of peace. No matter how challenging the situation, peace remains the best path for the well-being of humanity.
Advocating for Fair Representation of the Global South
PM Modi advocated for comprehensive reforms in global governance institutions at the BRICS summit, calling for fair representation of 'Global South' or developing countries. He pointed out that dual standards are often applied to these countries regarding global issues of development and security, leading to imbalanced global frameworks.

BRICS Nations Condemn Pahalgam Attack
The BRICS nations collectively condemned the Pahalgam terrorist attack in the strongest possible terms. In their joint statement, they classified it as a criminal and unforgivable act and reiterated their commitment to combat terrorism in all its forms collectively. The statement declared, 'We strongly condemn the April 22, 2025, terrorist attack in Pahalgam, Jammu & Kashmir, in which 26 people were killed and many injured.'
Hold Sponsors of Terrorism Accountable
The statement also called for holding terrorists and their sponsors accountable, regardless of their motives. The BRICS nations urged the swift adoption of the Comprehensive Convention on International Terrorism under the United Nations. BRICS leaders reiterated that terrorism should not be associated with any religion, race, or ethnicity. They called for solid international actions against all terrorists and terrorist organizations as designated by the United Nations.
