The Bihar government has directed the cessation of services of guest teachers in government schools from April 1, 2024. A directive issued by Kanhaiya Prasad Srivastava, Director of the Secondary Education Department, states that under no circumstances should guest teachers be engaged after this date. Additionally, by April 3, a certificate confirming the absence of any guest teachers in service at the district level must be submitted to the office. These teachers have been educating students in classes 9 through 12 in the state's higher secondary government schools for the past six years.
In 2018, the recruitment of guest teachers was initiated to mitigate the significant shortage of educators in schools. A district-wise list of schools was released, and guest teachers were appointed in schools that lacked instructors for specific subjects. In total, the number of guest teachers hired in 2018 was 5,440.
Why Are Guest Teachers Being Removed?
The High Education Department of the Bihar government’s notice explains that, pursuant to the provisions made under Resolution No. 51 dated January 25, 2018, guest teachers have been engaged to provide services at designated remuneration in higher secondary schools. According to the resolution, these services were to continue until the positioning of permanent teachers was complete. Now, with newly appointed teachers taking their roles, the guest teachers related to the filled subjects are being removed as directed by the 2018 guidelines. The current instructions clarify that there is no longer a necessity to retain guest teachers under the described circumstances.

Presently in Bihar's government schools, there are 37,847 teachers educating students in 9th and 10th classes, and 56,891 teachers teaching 11th and 12th grade students. Hence, a total of 94,738 teachers have been appointed and positioned in schools across the state, effectively fulfilling the demand for educators.
