Tahawwur Rana has been in close association with the Pakistani army and ISI, having served as a doctor in the army. Pakistan fears that Rana might disclose sensitive details about the 26/11 case, exposing the collusion between its army, ISI, and government in spreading terror. Just three years ago, Pakistan was removed from the grey list, purportedly for halting terrorist funding.

However, in reality, while Pakistan received this reprieve, Jaish-e-Mohammad was expanding its operations in Bahawalpur.
