The conversion network that originated from Balrampur in Uttar Pradesh had its roots spread to Dubai, Saudi Arabia, and Turkey. The mastermind behind this alarming network was Jalaluddin, known as Chhangur Baba. His most faithful insider was Neetu, also known as Nasreen. Ironically, the woman who was the second most powerful in his empire has turned into the catalyst for its collapse. The revelations made by Nasreen during the ATS interrogation have not only shocked the nation but sent ripples across security agencies nationwide.

The ATS received information suggesting that Chhangur Baba, after the arrest of his son Mahbub, was plotting to escape abroad. However, this escape plan was foiled by his closest ally, Neetu alias Nasreen. Her reasoning? She also planned to escape abroad with Baba but feared he might leave her behind, which led to her staying undercover with him at a Lucknow hotel for 81 days.

Eventually, both were apprehended by the ATS. Neetu hails from Tamil Nadu but had initially become a follower of Baba alongside her husband, Naveen Rohra, a Mumbai resident. Driven by a desire for healing and parenthood, they converted religions. Neetu became Nasreen, and Naveen took on the name Jamaluddin. Post conversion, Baba entrusted them with the responsibility of gathering funds from abroad. Successfully, they conducted online conversions through Dubai's Al Farooq Omar Bin Khattab Centre.

ATS investigations have unveiled that between 2016 and 2020, they traveled abroad a total of 19 times, never together but using different channels to raise funds. Nasreen revealed in police interrogations that Chhangur Baba aspired to make his son Mahbub the richest person alive. He laid the groundwork for property and other business tactics to legitimize his illicit wealth.

Baba intended to transfer control of finances from Nasreen to Mahbub, angering Nasreen into exposing everything. It also emerged during interrogations that Baba had specifically recruited a team of Muslim boys in his syndicate who masqueraded as Hindus to entrap girls in romantic affairs, eventually converting them. A rate list for conversions based on caste was also reportedly prepared, pricing Brahmin, Kshatriya, and Sikh girls at 1.5 to 1.6 million rupees, backward castes at 1 to 1.2 million, and others at 800,000 to 1 million rupees.

This ATS report claimed that Chhangur Baba had planned to expand this campaign across 579 Hindu-majority districts in India, deploying around 2000 operatives. Of these, approximately 1000 Muslim boys were facilitating conversions through so-called 'love jihad'.

The banking accounts linked to Chhangur Baba's network uncovered during the investigation were astonishing. In the names of Neetu and Naveen, accounts were found in Dubai, UAE, and India, totaling 8 foreign bank accounts including Emirates NBD, Al Nahda, Mashreq Bank, Federal Bank, Al Ansari Exchange, ICICI Vostro, and SBI NRO. Transactions exceeding 660 million rupees have been confirmed in these accounts.

The Enforcement Directorate is now delving deeper into these bank accounts and fund transactions. The opulent mansion valued at 120 million rupees in Balrampur, from where Baba operated this conversion network, has been demolished after it was found built on government land. A recovery notice of 855,000 rupees has now been issued to Baba's circle, mandating payment within 15 days.
