From July 1, 2023, onwards, women were being consistently murdered in the Shahi and Sheeshgarh police station areas of Bareilly. The unidentified serial killer targeted women aged 45 to 55. The murders were carried out in deserted areas by strangling the victims with the pallus of their sarees or scarves. In all cases of serial killings, the knot was always tied to the left side of the neck, strongly indicating that the murders followed the same pattern and were committed by the same individual.

In 2014, Kuldeep got married, but his cruel behavior led to his wife leaving him. Frustrated with his family circumstances, Kuldeep began consuming cannabis and alcohol and started living in nearby forests or deserted areas. While living there, he began targeting women, committing most of his crimes in sugarcane fields, using the crops as cover to evade detection.
The police discovered clothes, jewelry, ID cards, and other belongings from four women murdered last year in the Sheeshgarh and Shahi areas in Kuldeep’s possession. After nearly five months of persistent effort, the Bareilly police successfully arrested the serial killer of women. He is accused of nine murders and has confessed to six of them thus far.
According to the police, Kuldeep would kidnap women in deserted places and demand to have sexual relations with them. When the victims resisted, he would strangle them with their saree or dupatta. After the murder, he kept an item of the deceased woman as a keepsake, such as a sickle, lipstick, bindi, or ID card.
