The order clarifies that this will not be considered a violation of the State Employees Conduct Rules, 2002. This directive was issued by Additional Chief Secretary Anand Vardhan.

The directive, issued by Additional Chief Secretary Anand Vardhan, also specifies that attendance at various RSS programs is permissible for government employees as long as it does not interfere with their official duties and responsibilities. This means that state employees can participate in these programs before or after office hours.

Additional Chief Secretary Anand Vardhan mentioned in his order that the government has decided that participation in RSS branches (morning/evening sessions) and other cultural and social activities by any state employee will not be considered a violation of the Uttarakhand State Employees Conduct Rules, 2002.

The Chief Secretary further stated that any government employee can participate in the RSS branches and other cultural/social activities, provided it does not hinder their official duties and responsibilities. This can only be done before or after office hours.

UCC Implemented in Uttarakhand This Year

It should be noted that the Uttarakhand government issued the notification for the Uniform Civil Code 2024 earlier this year. Uttarakhand became the first state in the country to implement the UCC. The law was notified in March after receiving approval from President Droupadi Murmu. The Uttarakhand Legislative Assembly passed the Uniform Civil Code on February 7. Under the UCC, marriage, divorce, inheritance, and live-in relationships will be regulated in the state. With the issuance of the UCC notification, all previous personal laws in the state will now be nullified.
