In the 2025 Bihar Assembly Elections, the National Democratic Alliance (NDA) is set to convey a strong message of unity. Following joint programs at the booth level and collective conferences in assembly districts, all coalition parties are gearing up to release a joint manifesto. According to sources, the Bharatiya Janata Party (BJP) and Janata Dal (United) will present the NDA government's promises for the next five years under the leadership of Nitish Kumar in a single document.
This move by BJP and JDU will showcase the strength of the coalition, especially when the opposition alliance (RJD-Congress-Left) adopts an aggressive stance over voter list controversies. In the 2020 assembly elections, the NDA fought together, but back then, BJP and JDU released separate manifestos.

On October 22, 2020, BJP presented its resolution document, which included promises such as free COVID vaccinations, jobs for 1.9 million youths, 33% reservation for women, and an investment of five trillion rupees in Bihar. The following day, JDU issued its separate manifesto, which featured the second phase of the 'Seven Resolves Plan' focusing on water, roads, electricity, sanitation, education, health, and employment. A change in strategy is apparent this time.
NDA to Release Joint Manifesto
NDA prepares to release a manifesto under the theme 'Developed Bihar for a Developed India.' It will emphasize increased investment in Bihar, job creation for the youth, special incentive schemes for women, and social welfare. According to NDA sources, this manifesto will highlight the achievements under Nitish Kumar’s leadership, such as reservation for women in panchayat elections and infrastructure development.

New Election Strategy of BJP-JDU
According to sources, BJP will refrain from appointing traditional election officers in this election. Instead, a 'Campaign Management Committee' with leaders from BJP, JDU, and other allies (such as LJP-RV and HAM-S) will be formed. This step aims to ensure better harmony within the coalition. Usually, BJP appoints separate officers for each assembly election, distinct from organizational officers like the current National General Secretary Vinod Tawde.
Agreement on Seat Sharing Within NDA
Agreement on seat sharing within NDA is almost complete. Both major parties, BJP and JDU, are set to contest more than 100 seats each, while discussions to cap LJP leader Chirag Paswan’s demand for 40 seats at 20 are underway. The Election Commission might announce the dates for Bihar elections by the end of September or early October. NDA aims to organize worker conferences in every assembly district by September 25. The NDA's joint manifesto will signal unity among BJP, JDU, and their other allied parties.
