The suicide of IPS officer Y. Puran Kumar, of IGP rank in Haryana, has sent shockwaves through bureaucracy and politics. On the afternoon of October 7, in his government residence in Chandigarh, Puran Kumar tragically shot himself while seated in the recliner of his private theater. From this room, police recovered a 9-page suicide note. In the first eight pages, he listed the names of 12 IAS and IPS officers, while the ninth page contained his will.
Underneath the typed suicide note, Puran Kumar, using green ink, signed his name while dating it to his death, 7/10/2025. This final note has uncovered layers of caste-based discrimination and harassment within Haryana's bureaucracy. At the end of his note, IPS Puran Kumar explicitly held Haryana DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarnia accountable. Subsequently, both police officers have been put on leave.
Puran Kumar's suicide note states, "I am being framed in false cases to tarnish my honor. I had filed a complaint against SP Narendra Bijarnia, but no action was taken. I am weary of casteism, social exclusion, and mental torture. I am now deciding to end it all." Just 24 hours before his death, on October 6, an FIR was filed at the Urban Estate Police Station in Rohtak.
In this report, Puran Kumar's former staff head constable Sushil Kumar was arrested for allegedly extorting Rs. 250,000 from a liquor contractor. The FIR included Puran Kumar's name as part of a conspiracy. His wife, Haryana cadre IAS officer Amneet P. Kumar, lodged a complaint with Chandigarh police detailing seven grave allegations. She accused the DGP and SP of driving him to suicide.

Chandigarh police have formed a 6-member SIT under IG Pushpendra Kumar. It includes SSP Kanwardeep Kaur, SP KM Priyanka, DSP Charanjit Singh Virk, SDPO Gurjeet Kaur, and SHO Jai Veer Singh Rana. After Amneet Kumar's complaint, the Haryana government placed DGP Shatrujit Singh Kapoor and SP Narendra Bijarnia on leave. Senior police officer OP Singh has been appointed as the acting DGP of Haryana.
Following Puran Kumar's death, Haryana's bureaucracy is now divided. Officers from Dalit and backward communities are openly speaking against the government. Senior IAS D. Suresh vocally criticized, "With an FIR filed, why haven't arrests been made? The law dictates immediate arrest of the responsible." A crowd of leaders, officials, and Dalit organizations gathers outside Puran Kumar's home. Even after 72 hours, the family has refused to perform the last rites.
