Analyzing the Ethnic Dynamics of the Saini Cabinet in Haryana

Today marks the beginning of the Saini Government 2.0 in Haryana. The newly formed government has been keenly aware of Haryana's caste mathematics during the formation of the cabinet. How many ministers have been appointed from different groups in the Saini Cabinet?

Following a significant victory in Haryana elections, the Bharatiya Janata Party (BJP) has now successfully formed its government. In the presence of Home Minister Amit Shah and Madhya Pradesh Chief Minister Mohan Yadav, acting Chief Minister Nayab Singh Saini was chosen as the leader of the BJP legislative party just a day prior. Nayab Singh Saini has taken the oath to become Haryana's Chief Minister for the second time.

Announcing Nayab Singh Saini as the legislative leader in Haryana, Home Minister Amit Shah remarked that this will be the government of 36 communities. His statement echoes throughout the formation of the Saini Cabinet. Chief Minister Nayab Singh Saini belongs to the OBC community, and including him, five ministers in the newly formed cabinet are from this group.

Nayab Singh Saini's cabinet has been formed with a keen eye on the caste equations. Anil Vij from the Punjabi community has been appointed as a minister. Additionally, Shyam Singh Rana represents the Rajput community, and Vipul Goyal hails from the Baniya community and has been given the ministerial role. Apart from the Chief Minister Saini, four other leaders from the OBC community have been appointed as ministers.

Leaders from the OBC community such as Rao Narbir Singh, Aarti Rao, Ranbir Singh Gangwa, and Rajesh Nagar have been made ministers. The Brahmin community is represented by two leaders, Gaurav Gautam and Arvind Sharma, and the Dalit community is represented by two leaders, Krishna Lal Panwar and Krishan Kumar Bedi. From the Jat community, Shruti Choudhary and Mahipal Dhanda have been appointed as ministers.

Before the oath ceremony of the Saini government, there was rampant speculation about the composition of the Saini Cabinet. Ahead of the swearing-in ceremony, CM Nayab Singh Saini made notification calls to several legislators. Among those called by CM Saini were strong CM contenders like Anil Vij and Union Minister Rao Inderjit Singh's daughter Aarti Rao. Gaurav Gautam, Arvind Sharma, Shyam Singh Rana, Krishna Bedi, Rao Narbir Singh, Mahipal Dhanda, and Vipul Goyal also received calls from the CM.

Before the new government was formed in Haryana, a list of ten legislators surfaced, causing much speculation about their potential roles as ministers. Included in this list were names like Anil Vij, Ghanshyam Das Arora, Krishna Lal Pawar, Krishan Kumar Bedi, Aarti Rao, Narbir, Ranbir Singh Gangwa, Vipul Goyal, Moolchand Sharma, Sunil Sangwan, and Mahipal Dhanda.

In this potential ministers' list, Anil Vij, Krishna Lal Pawar, Aarti Rao, Krishan Kumar Bedi, and Mahipal Dhanda have already received calls from CM Saini, making their appointment as ministers a near certainty. It is noteworthy that the Haryana Assembly's strength is 90, and according to regulations, the maximum number of ministers including the CM is capped at 14.
