The Special Intensive Revision (SIR) campaign for voters' lists is making swift progress nationwide by its tenth day. In 12 states and union territories, over 465 million tally forms have been delivered to voters' homes. The goal is to ensure every eligible person is on the electoral roll and to update outdated information.
Goa and Lakshadweep have emerged as top performers in this campaign. Booth Level Officers (BLOs) in these areas have distributed all forms directly to households, achieving their target ahead of schedule.
Following them, states like Gujarat, Andaman and Nicobar, and West Bengal have nearly reached full distribution. Gujarat has achieved 97.38%, Andaman 96.86%, and West Bengal 96.66% in form distribution.
However, the pace in two major southern states, Kerala and Tamil Nadu, remains sluggish. Out of the 278 million forms printed in Kerala, only 209 million have reached homes, accounting for just 75.39% distribution.
In Tamil Nadu, only 562 million out of 641 million forms were distributed, equating to 87.66%. Sources from the commission attribute this to the slow working style of BLOs and administration.

Other states have performed well, with Rajasthan at 95.11%, Puducherry at 93.63%, Madhya Pradesh at 93.03%, and Chhattisgarh at 98.18% in form distribution. Uttar Pradesh has also delivered over 89% of forms to homes. Officials are hopeful of reaching 100% nationwide within the next 3 to 5 days.
The Election Commission reported that 509.7 million forms were printed based on the 2002–2004 voters' list. Now, only 44.6 million forms remain to be distributed. All forms must be delivered by December 4, and completed forms retrieved. A draft voter list will be released on December 9.
If a voter's name does not appear on the draft list, they can appeal to the District Election Officer and, if necessary, to the State Chief Election Officer. The final voter list will be published on February 7, 2026.
