A significant development has been reported concerning the Special Intensive Revision (SIR) campaign in Bihar. It has come to light that 5.1 million voters' names across the state are set to be removed from the voter list. The survey revealed 1.8 million voters have deceased and 2.6 million have permanently relocated, with approximately 750,000 voters registered in multiple locations.

The commission notes that during the scrutiny, 1.8 million voters were found to be deceased, yet their names were still included in the voter list. The investigation identified 2.6 million voters who have moved outside Bihar or to other assembly constituencies. Moreover, there are 700,000 people registered to vote in two locations, which is clearly a violation of the rules. For these reasons, the names of 5.1 million voters may be struck off the voter list, ensuring only eligible voters remain.

The commission reported that as of the household survey completed by July 21, 2025, there was no information available on 11,000 voters.

97.30% of Voters Have Submitted Forms: Commission

The Election Commission indicated that out of the 78.9 million registered voters in Bihar, 97.30% have submitted their enumeration forms. These forms are vital for inclusion in the draft voter list set to be published on August 1, 2025. Only 2.70% of voters have yet to submit their forms. To ensure a transparent and inclusive process, extensive efforts were put forth, involving more than 98,500 Booth Level Officers (BLO) and 150,000 Booth Level Agents (BLA).

Final List to be Released on September 30

The Election Commission has implemented several measures to ensure no voter is missed during the SIR process. Lists of voters identified as deceased, relocated, or with dual registration have been shared with political parties and their booth level agents. These steps were taken to confirm the status of these voters by July 25.

Additionally, once the draft voter list is published on August 1, a period for claims and objections will be available until September 1. The final voter list is scheduled for publication on September 30, 2025.
