Originally named Jamaluddin, he sold rings in the streets of the Gali area in Balrampur's Utraula. A few years back, he vanished, only to reappear as Chhangur Baba, acquiring both money and influence. He preyed on non-Muslim girls, luring them with money, brainwashing, and encouraging conversion. Vulnerable, impoverished, and troubled girls and women were his prime targets.

Leveraging financial power, Baba erected a luxurious abode on three bighas, accommodating over 50 families. The mansion's security mirrored a VIP fortress featuring CCTV cameras, electric fences, and ferocious dogs. The construction employed robust steel and concrete typically used in bridge construction.

Chhangur Baba is currently confined in Lucknow jail, having been apprehended by the UP ATS recently. Investigations into his conversion network are ongoing. Yet, for the people of Balrampur, the puzzle remains unsolved: how did Chhangur Baba hatch such a vast conspiracy from a mere shrine?
