Before meeting with PM Modi, Tulsi Gabbard had discussions with Defense Minister Rajnath Singh. The meeting, held in India's capital, focused on the anti-India activities orchestrated by the banned Khalistani organization, Sikhs for Justice (SFJ), from American soil.

She was present at a conference hosted by National Security Advisor Ajit Doval, attended by intelligence and security officials from around 20 countries. This event, organized by the National Security Council Secretariat, has been taking place alongside the Raisina Dialogue since 2022.
