The Times reported that in August 2023, Hamas leader Yahya Sinwar’s deputy, Khalil al-Hayya, revealed their plan for an October attack to IRGC's Lebanon commander Mohammad Said Izadi—an intermediary between Palestinian terror factions and the Iranian regime, facilitating their dealings.

Iran Hands Control to Hezbollah

Both Hezbollah and Iran endorsed this 9/11-like attack plan. Hamas even sought financial aid from Iran to execute their plan successfully, extending an invitation for participation in the attack. Following this, Iran instructed Hezbollah to fire rockets and missiles during Hamas' attack but refrained from doing so themselves.

Originally, Hamas intended to execute this attack in 2022, during the tenure of Israeli Prime Minister Yair Lapid. At that time, Netanyahu was engaged with the Judicial Reform Plan amid political upheavals in Israel, which was heading for its fifth election in three and a half years. During the attack, Hezbollah launched numerous rockets toward Israel, supporting Hamas.
